North Carolina PPSB guard registration renewal: annual cards, employer filing, and a 90-day late window
In North Carolina an unarmed security guard registration card expires one year after it is issued, and the company the guard works for files the renewal. The Private Protective Services Board (PPSB) allows a late renewal up to 90 days after expiration for a $25 fee.
Who issues the registration
The North Carolina Private Protective Services Board (PPSB) registers the employees of licensed companies under G.S. Chapter 74C (PPSB). Unarmed guards hold a registration card. Armed guards hold a firearm registration permit (G.S. 74C-11; G.S. 74C-13).
How long the registration lasts
By statute, the unarmed guard registration card "shall expire one year after its date of issuance" and is renewed every year (G.S. 74C-11(d)). An armed firearm registration permit expires one year after issuance and is renewed annually (G.S. 74C-13(d)).
Who files the renewal
The PPSB FAQ states that the company a guard works for is responsible for renewing a registration and that individuals cannot renew their own. A fingerprint card is not required for renewals (PPSB FAQ). Guard cards are the property of the company and are mailed to its address. Most applications are processed within 45 days and ID cards mailed within 60 days of submission, so a renewal filed on the expiration date can leave a gap (PPSB FAQ).
Late renewals
An unarmed registration may be renewed up to 90 days late, with a late fee of $25 (PPSB FAQ). The FAQ does not say whether a guard may work during the late window. Ask the Board at ppsasl@ncdps.gov or 919-788-5320, and keep the guard off post until the registration is current.
Continuing education and training
- Before first registration. Unarmed guards complete a 16-hour training course (PPSB FAQ).
- At renewal. The Board "may require" continuing education courses it has approved before renewal (G.S. 74C-11). The FAQ we read lists no renewal hours for registrations, so check the current rules or ask the Board.
- Armed guards. A registrant "must complete a refresher course and shall requalify on the prescribed target course prior to the renewal" (G.S. 74C-13(h)(3)).
Fees
The FAQ lists $68 plus processing fees for a new unarmed registration application (PPSB FAQ). It does not list the renewal fee, so this guide does not state one. Confirm the current renewal fee with the Board before budgeting.
Employer duties
- Register new hires. The statute sets a probationary employment period of 20 consecutive calendar days and requires the employer to register the guard within 30 days after that period ends. The Director may extend it for good cause (G.S. 74C-11).
- Report terminations. The employer notifies the Director of a regular employee's termination within 10 days (G.S. 74C-11).
- Handle transfers. The new company needs the guard's current Registrant ID number and BPN, which are printed on the ID card (PPSB FAQ).
What to track for each North Carolina guard
- The card issue date and the expiration one year later, with the company's renewal filing due well before it given the 45 to 60 day processing times.
- The 90-day late window and $25 fee.
- For armed guards, the refresher and requalification dates before each annual renewal.
