Who issues the guard card and who needs one

The Arizona Department of Public Safety (DPS) Security Guard and Private Investigator Licensing Unit licenses guard agencies and registers individual guards (AZ DPS Licensing). A person may not act as a security guard unless registered and working for a licensed agency. Knowingly violating that is a class 1 misdemeanor (A.R.S. §32-2608). DPS says registrations do not transfer between states or persons (DPS FAQ).

To get a card, an applicant must be at least 18, be a U.S. citizen or legal resident authorized to work, and clear the criminal history screening in §32-2622. The agency must give each new guard eight hours of preassignment training from a DPS-certified instructor before the guard works (§32-2632(A)). Armed guards also need a separate armed registration: 16 hours of initial firearms instruction and 8 hours of continuing instruction each year (§32-2632(D)). Armed registration is issued for each sponsoring agency (§32-2624(B)).

How long an Arizona guard card lasts

Security guard registration certificates are valid for four years (§32-2624; DPS FAQ). The card shows the expiration date (§32-2633), so track that date. DPS lists these fees, all non-refundable:

How to renew

  1. Pick the window. DPS accepts renewals up to 180 days before expiration and returns earlier ones (DPS FAQ).
  2. Take the refresher. Every renewal applicant completes eight hours of refresher training from a DPS-certified instructor within the 90 days before submitting the application (§32-2632(B)).
  3. Submit the application. Security guard applications need fingerprints, a fingerprint affidavit, and the fingerprint fee every time, including renewals (DPS fees notes). Online filing is through the Public Services Portal.
  4. Wait for the card. DPS prints the card within about two business days, and mail can take up to 14 business days (DPS FAQ).

DPS has posted that its licensing system is moving to a new platform this fall. Electronic applications and fingerprints are suspended from October 30, 2026 until launch, paper filings continue, and DPS advises renewing early if a card is due in October or November (DPS notice).

If a guard card expires

The statute bars a registrant from any regulated activity between the expiration date and renewal (§32-2607(E)). Working on an expired registration is also listed as grounds for discipline (§32-2636). DPS's fee list shows late fees for agency licenses and resident managers but none for guard registrations, and we found no published grace period or cutoff for guards. Employer duties

  • Check status online. A photocopy of a card is not proof of a valid registration. DPS tells employers to verify through the Public Services Portal, and DPS does not email confirmations (DPS FAQ).
  • Discipline risk. Employing an unregistered or improperly registered person is grounds for action against the agency if the status was known or could have been learned by reasonable inquiry (§32-2636(A)(18)).
  • Records and reports. Agencies keep current records on every guard and send DPS a monthly report naming armed guards (§32-2632(C) and (D)).
  • Guard changes. Guards must tell DPS within 15 calendar days of a name or residential address change (§32-2624(D)).
